
Tesoro Water Facilities Project
Leatherman BioConsulting, Inc. provided biological monitoring services for all construction phases and prepared and implemented a restoration plan in compliance with mitigation and permit requirements for the Tesoro Water Facilities Project. Construction monitoring services included monitoring clearing and grubbing activities, establishing permanent photo points, and conducting weekly monitoring visits.
Weekly monitoring consisted of walking the project boundaries to ensure that all exclusionary fencing and signage were installed correctly, taking photographs at the established photographic points, and verifying compliance with the Biological Resource Construction Plan requirements. Leatherman BioConsulting, Inc. submitted weekly monitoring reports to the client and U.S. Fish and Wildlife (USFWS) following each visit.
Restoration monitoring at the 19-acre revegetation site included the following tasks: nursery visits to check on the status and health of the container plants, coordination with USFWS regarding the seed mix, and monitoring the hydroseeding effort and container planting. Leatherman BioConsulting, Inc. also conducted qualitative and quantitative monitoring, which included site photographs, health assessment of the site, line intercept vegetation transects, and preparation of quarterly and annual reports, which were submitted to USFWS and CDFW.
The site met all its criteria within 5 years and was released from all maintenance and monitoring from the Resource Agencies.
